Comprehensive Guarantee Authorization is a simplification method used in customs regulations for the transit regime. This authorization allows beneficiaries of the transit regime to process their guarantees more efficiently and quickly in transit guarantee transactions.

Under this method, a transport company submitting a transit declaration is allowed to use the same guarantee for multiple transit shipments (within a specified amount and time period) with a single authorization. A holder of a comprehensive guarantee certificate gains the right to use a single bank guarantee letter for all secured shipments, eliminating the need to provide a separate guarantee for each shipment. However, to benefit from this simplification, the transit regime beneficiary must meet specific conditions, the most important being reliability.

With this method, companies no longer need to submit a guarantee amount for each transit transport separately; instead, they can use a certified guarantee applicable to all shipments. The authority responsible for granting comprehensive guarantee authorization is the Regional Directorate of Customs and Foreign Trade. The authorization granted to companies under this framework is called a Comprehensive Guarantee Certificate.

The comprehensive guarantee certificate is divided into two categories: national and international. While national guarantees are only valid for transit shipments within Turkey, international guarantees are recognized in European Union (EU) countries as well. This means that a company holding an international comprehensive guarantee certificate can use it while transporting goods between EU countries or from an EU country to Turkey.

Comprehensive Guarantee Certificate holders may also benefit from a discount under the relevant regulations. This discount allows a transit regime beneficiary to conduct transactions requiring a guarantee amount higher than their reference annual guarantee limit. For example, if the required guarantee amount is $2 million, the company may process transactions requiring $4 million or $6 million in guarantees. The reduced guarantee application is granted to authorized consignors and companies that meet the reliability criteria for transit operations.
