Authorized Consignor is a facilitation mechanism in the Turkish customs system that allows companies with approved status to transport their goods under the transit regime directly from their own facilities or designated authorized locations without having to visit customs offices during export operations.

Benefits of Authorized Consignor Status

  1. Time Savings:
    • Export procedures can be initiated directly from company facilities without transporting goods to customs offices.
    • Eliminates delays caused by congestion and waiting times at customs.
  2. Cost Reduction:
    • Reduces operational costs related to transportation, storage, and waiting at customs points.
    • Provides savings in labor and logistics processes.
  3. Streamlined Procedures:
    • Reduces interactions with customs authorities and minimizes paperwork.
    • Enables companies to complete procedures with fewer inspections, based on their reliability status.
  4. Increased Global Competitiveness:
    • Accelerating export processes allows goods to reach international markets faster, enhancing the competitiveness of Turkish exporters.
  5. Operational Flexibility:
    • Companies can organize their logistics operations more independently.
    • Shipments can be managed according to the company's working hours and transportation schedules.
  6. Prestige & Reliability:
    • Holding an Authorized Consignor status signifies that the company follows a reliable, structured, and high-standard trade practice.
    • This enhances the company's reputation among customers and business partners.

Authorized Consignor status also grants the privilege of a simplified customs point. This allows logistics companies to bring goods to their own facilities and complete export formalities on-site, effectively turning authorized consignor facilities into a customs office.

Initially, this authorization was only granted to companies holding an Authorized Economic Operator (AEO) certificate, but it is now available without AEO certification. The primary requirement for obtaining the Authorized Consignor license is to hold a comprehensive guarantee certificate. Additionally, the applicant must have been the owner of at least 5,500 transit declarations (including TIR carnets) per year in each of the last three calendar years, or must have acted as a carrier for at least 500 transit declarations annually.
